1、水利基層黨風(fēng)廉政建設(shè)調(diào)研文章 水利基層黨風(fēng)廉政建設(shè)調(diào)研文章 夯實水利事事業(yè)發(fā)展基石XXX年度水務(wù)系統(tǒng)黨風(fēng)廉政建建設(shè)工作開展情況，我與支部部委員和辦公室工作人員一起起到水務(wù)系統(tǒng)各支部進行了一一次簡單的黨建和黨風(fēng)廉政建建設(shè)工作的督察，通過聽取歌歌支部黨風(fēng)廉政建設(shè)情況的匯匯報，深入到基層，采取聽匯匯報、召開座談會、查閱資料料等方式，就全系統(tǒng)基層黨組組織黨風(fēng)廉政狀況進行了專題題調(diào)研，全面了解了全系統(tǒng)黨黨風(fēng)廉政建設(shè)所取得的成效、存在的主要問題，并對今后后如何進一步加強基層黨風(fēng)廉廉政建設(shè)進行了分析與探討，提出了建議和對策。近年來，水水務(wù)系統(tǒng)基層黨風(fēng)廉政建設(shè)，堅持以“教育為基礎(chǔ)，制度度為保證，監(jiān)督為關(guān)鍵”的

2、思思路，初步構(gòu)建了教育、制度度、監(jiān)督并重的懲防體系，推推動了各項工作的開展。一是是重視基層黨組織建設(shè)。按照照“基礎(chǔ)工作抓完善、重規(guī)范范，重點工作抓創(chuàng)新、重提高高，整體工作抓和諧、重發(fā)展展”的工作思路，大膽探索，創(chuàng)新實踐，用項目化管理的的辦法開展了一些具有地方特特色的工作，全面提升基層組組織建設(shè)整體工作水平。一批批政治素質(zhì)好、文化水平高、事業(yè)心強、能帶領(lǐng)群眾致富富的同志被吸收進了黨員隊伍伍，黨支部整體素質(zhì)顯著提高高，凝聚力、號召力、戰(zhàn)斗力力大大增強，為基層深入開展展黨風(fēng)廉政建設(shè)工作打下了良良好的組織基礎(chǔ)和政治保證。二是積極開展黨風(fēng)廉政建建設(shè)宣傳教育和培訓(xùn)工作。從從去年的先進性教育活動和今今年的“

3、一心為民、科學(xué)發(fā)展展”培訓(xùn)教育活動和先進性教教育活動后續(xù)工作的開展，全全系統(tǒng)針對黨員集中學(xué)習(xí)條件件不足等情況，因地制宜地集集中開展政治思想教育、正反反面典型警示教育、為政道德德和黨的優(yōu)良傳統(tǒng)等方面的教教育。通過集中學(xué)習(xí)教育，使使黨員干部樹立了正確的世界界觀、人生觀、價值觀和權(quán)力力觀、地位觀。并采取分級培培訓(xùn)的方法，不斷加大培訓(xùn)層層黨員干部的力度。培訓(xùn)中把把黨風(fēng)廉政建設(shè)、政策法規(guī)條條例作為重要學(xué)習(xí)內(nèi)容，做到到既提高黨員干部的政策理論論水平，又促使廉政教育入腦腦入心，警鐘長鳴。三是注注重制度建設(shè)工作。認(rèn)真開展展“三級聯(lián)創(chuàng)”活動，建立健健全了各項規(guī)章制度，促使基基層黨組織和基層黨員干部按按法律法規(guī)行

4、政，按規(guī)章制度度辦事，按政務(wù)程序操作，按按民意決策，按規(guī)范要求運行行。五是積極創(chuàng)新民主監(jiān)督督方式。在基層組織管理上扎扎實推行政務(wù)公開，擴大民主主監(jiān)督范圍，實現(xiàn)了群眾意愿愿和政務(wù)工作的有機結(jié)合，加加強了群眾對干部從政行為的的監(jiān)督；落實群眾對本單位重重大事項的知情權(quán)、決策權(quán)和和監(jiān)督權(quán)；強化干部目標(biāo)管理理，增強了干部轉(zhuǎn)變作風(fēng)、從從政為民的積極性和自覺性。存在的主要問題一是基基層黨員干部對黨風(fēng)廉政建設(shè)設(shè)工作認(rèn)識不到位。在調(diào)研中中，有不少基層干部認(rèn)為，水水利行業(yè)基層一線工作辛苦，基層黨員干部沒有腐敗的土土壤和條件，沒有必要在基層層搞黨風(fēng)廉政建設(shè)，抓不抓無無所謂。工作也只是走形式，走過場，用形式主義應(yīng)付形
