28、施工計(jì)劃和施工技術(shù)規(guī)范作業(yè)，文明施工，加強(qiáng)質(zhì)量和技術(shù)管理，做好原始材料的紀(jì)錄、整理和工程總結(jié)工作。當(dāng)發(fā)現(xiàn)施工不符合設(shè)計(jì)或技術(shù)規(guī)程、規(guī)范要求時(shí)，應(yīng)及時(shí)修訂施工措施計(jì)劃，報(bào)送監(jiān)理工程師批追后執(zhí)行。3.2施工過程中，承包單位應(yīng)隨時(shí)工作進(jìn)展情況做好測量工作。施工測量工作應(yīng)包括下述內(nèi)容：（1） 根據(jù)設(shè)計(jì)圖紙和控制網(wǎng)點(diǎn)進(jìn)行測量放線，在施工過程中及時(shí)測放、檢查開挖斷面及控制高程；（2） 提供工程各階段和完工后的土石方測量資料；（3） 按合同文件或監(jiān)理工程師要求進(jìn)行的其它測量資料。3.3為確保工程放樣質(zhì)量，避免造成重大失誤和不應(yīng)有的損失，必4 / 22Safety Supervision Bureau of

37、包單位在監(jiān)理工程師直接監(jiān)督下對(duì)測量進(jìn)行對(duì)照檢查與校測，并不意味著可以減輕承包單位對(duì)保證放線質(zhì)量所應(yīng)負(fù)的合同責(zé)任。3.4承包單位應(yīng)堅(jiān)持安全生產(chǎn)、質(zhì)量第一的方針，健全質(zhì)量控制體系，加強(qiáng)質(zhì)量管理。施工過程中堅(jiān)持三員（施工員、調(diào)度員、質(zhì)檢員）到位和三級(jí)自檢制度，確保工程質(zhì)量，對(duì)出現(xiàn)的質(zhì)量或安全事故，要本著“三不放過”的原則認(rèn)真處理。3.5承包單位發(fā)現(xiàn)工程地質(zhì)、水文地質(zhì)條件變化或其它施工條件與設(shè)計(jì)條件不符時(shí)，承包單位應(yīng)及時(shí)將有關(guān)資料報(bào)送監(jiān)理工程師，有監(jiān)理工程師核轉(zhuǎn)設(shè)計(jì)單位變更或修改設(shè)計(jì)。3.6當(dāng)施工進(jìn)度拖延時(shí)，監(jiān)理工程師有權(quán)按合同文件規(guī)定，要求承包單位采取趕工措施，即增加設(shè)備、人員、材料等資源投入或調(diào)整
